The Project at Elmshott Lane, Slough
Throgmorton Developments Ltd proposed an ambitious development at 39-41 Elmshott Lane, combining commercial spaces and residential units in a vibrant, well-connected part of Slough. However, the site’s proximity to Burnham Beeches SAC (Special Areas of Conservation) and other internationally designated habitats added layers of ecological scrutiny.
The challenge? Ensuring compliance with strict environmental regulations while supporting the project’s viability.
Shadow Habitats Regulations Assessment: A Comprehensive Approach
Our team prepared a Shadow Habitats Regulations Assessment (sHRA), a critical step for projects near sensitive ecological sites. With the proposed development located within the 5.6km zone of influence of Burnham Beeches SAC, there were several potential ecological impacts to consider, from recreational pressures to air quality.
Key findings from our sHRA:
Recreational Impacts: We assessed whether new residents would likely contribute to footfall at Burnham Beeches. Our analysis of alternative local greenspaces, walking distances, and public transport links demonstrated that other recreational areas would attract most residents, minimising pressure on the SAC.
Air Quality and Pollution: With the development designed as car-free and well-served by public transport, we concluded there would be no significant increase in vehicle emissions affecting the nearby designated sites.
Hydrology and Dust: Our analysis confirmed no pathways for hydrological or dust-related impacts, thanks to the site’s urban setting and planned mitigation measures.
Adding Value Through Collaboration
Whilst the project went to Appeal (APP/J0350/W/24/3346602), our findings enabled the Inspector to carry out an Appropriate Assessment (AA) with confidence, ultimately granting planning permission. To ensure compliance with local planning policies, we also calculated mitigation contributions for Upton Court Park’s Suitable Alternative Natural Greenspace (SANG), ensuring the project balanced development needs with environmental protection.
